They can be beneficial to target lots of long tail keywords. However, you really want to create more topical authority around the topics of your location pages so they have a sustainable chance to rank. Otherwise, I've seen lots of pages drop tremendously that had no relevance to the rest of the page. Meaning, you will need to create lots of content for your audience and link to those pages. Creating 100 pages with no additional content will probably not help much.

Can you give some examples of what constitutes "topical authority"? Do you mean blog posts featuring landmarks in suburb X, linking to the suburb X service area page?

Maybe you have info about this already but I'm new here and still browsing.
