Best Practice for Structuring Multiple Services + Multiple Locations Pages for Local SEO?

Hi everyone, I’m working on local SEO for a business that offers multiple services across several locations. I’m trying to figure out the best way to structure the service + location pages. Should I create separate pages for each service in each location? For example:

  • Landscape Installation Tampa
  • Sod Installation Tampa
  • Landscape Design Tampa
  • Irrigation Services Tampa
  • Landscape Installation Orlando
  • Sod Installation Orlando
    …and so on.
Or is it better to combine services into one page per location (e.g., "Landscaping Services Tampa")? What’s the most effective strategy to improve local SEO and rank well for multiple services and locations? Any guidance would be greatly appreciated!

First of all, you want to create those pages without any geo-modifiers unless you're targeting a big city like NYC and your business is located somewhere in the center. But if you're on the outskirts of a city, there is no need to add the city to your page title, as it will only mislead customers. People who search for "near me" will not want to click on an NYC-related page (does that make sense?).

After that you can start creating location pages targeting all kinds of suburbs or areas you can't rank in normally. I would start with the most profitable service and the richest areas that get the most attention. Then work your way down. (less profitable services, areas further away etc)

TL;DR:
Create your most profitable service pages first.
Add location pages starting with the most profitable services/areas.
